Break Through Technology and Create Equipment to Promote the Blue Energy Industry

On May 28th, The Third China Marine Renewable-Energy Development Annual Meeting and Forum was held in the multi-functional hall center in Harbin Engineering University with the largest scale ever since. More than 200 experts, scholars and enterprise representatives from 90 units in the field of marine renewable energy in China gathered together. The theme of this forum is “Break Through Technology and Create Equipment to Promote the Blue Energy Industry”, which is around the ocean energy planning, technology R&D, application demonstration, industry management and public services and other hot topics to conduct exchanges.

The forum was sponsored by The National Ocean Technology Center, The Renewable Energy Development and Utilization Management Center of State Oceanic Administration, Deep Ocean Engineering and High Tech Collaborative Innovation Center, Harbin Engineering University, Harbin Electric Co., Ltd, China Ocean Engineering Consulting Association Marine Renewable Energy Branch.

The forum is divided into three parts, “Ocean Energy Application Equipment and Demonstration Project Research”, “Ocean Energy Technology Research”, “Ocean Energy Service Support System Construction”. It aims to grasp the latest domestic and international ocean energy policy, technology achievements and trends, to promote the development and utilization of ocean energy breakthroughs in key technologies, push the transformation of ocean energy technology achievements, explore the path of ocean energy technology and equipment development, and accelerate the industrialization process of ocean energy.

Chen Lianzeng, deputy director of the State Oceanic Administration; Kang Jian, deputy director of Ocean Technology Department; Si Hui, deputy director of Area Comprehensive Management Secretary of the State Oceanic Administration; Jiang Qingchun, deputy director of Shandong Province Oceanic and Fishery Department; Luo Xuye, director of National Ocean Technology Center; president of Harbin Engineering University Liu Zhigang, and vice president Xia Guihua attended the forum.

At the opening ceremony, Liu Zhigang pointed out, it is of strategic value to exploit and utilize marine renewable energy for the development of the country and society. In recent years, with the support of Science and technology department and other departments of the State Oceanic Administration, the team of marine energy research had developed rapidly, ocean energy development and application technology had made a sustainable and positive progress, attracting widespread attention in all the sectors of society. Liu said that the school-running characteristic of Harbin Engineering University was “Three Sea and One Nuclear”, ocean energy development was one of the key research directions, and we kept carrying out industry-university-research cooperation and collaborative innovation in the relevant directions and contributing to develop marine energy technology. The Forum built a platform between experts and scholars engaged in ocean energy technology, provided an opportunity for scholars in Harbin Engineering University to get in-depth views. At the same time, Liu also hoped to establish a long-term close communication with the experts, to explore and support the development of national ocean energy development technology.

Chen Lianzeng, deputy director of the State Oceanic Administration, shared three opinions on ocean energy development. One was to seriously implement the “Outline for the Development of Marine Renewable Energy”, work and push together to promote the cultivation and development of ocean energy industry. The second was to accelerate the breakthrough of ocean technology and equipment, in order to lay a solid technical foundation for completing the industrialization of China's ocean energy technology designing, monitoring, verification and constructing standard system, also to provide technical support. The third was to unite and cooperate with each other to create a better future ocean energy industry, and fully be aware of the current difficulties and challenges, and strengthen confidence to increase the work intensity, especially in pushing demonstration projects to get a quicker achievement. In addition, it is necessary to intensify propaganda, further strengthen unity and cooperation, in order to make full use of this platform, and conduct extensive exchanges and cooperation, and jointly promote the ocean energy development, make new contributions to the realization of “Strong Marine Power Dream”.

Kang Jian, deputy director of Science and Technology Department of the State Oceanic Administration, interpreted the “Outline for the Development of Marine Renewable Energy (2013-2016)”. Xia Dengwen, deputy director of National Ocean Technology Center delivered a speech on “China Ocean Energy Development Annual Report (2013)”, and analyzed the latest dynamic international trends in ocean energy field. Harbin Engineering University professor Zhang Liang, Shanghai Jiao Tong University professor Li Ye, the chief engineer of New Energy Research Center of CNOOC Research Institute Zhang Li respectively delivered the following speeches. “Experience in Ocean Energy Equipment Research and development”; “Industrialization and Technology Maturity in Europe and the American Ocean Energy”;“Thinking on Pushing Ocean Energy Industrialization Based on the Study of Demonstration Projects”.

Besides, the forum also conducted in-depth exchanges on the buoyancy tilting wave power generator equipment manufacturing technology, such as how to develop China’s tidal current energy equipment manufacturing, the wave energy device monitoring system, hydraulic system of wave power generation device, the construction of public support service system, and the equipment design analysis of ocean energy and other nearly 20 hot issues.

During the Twelfth Five-Year Plan period, marine engineering equipment industry, new energy-integrated application engineering became strategic national emerging industries, the ocean energy development in special. Ocean energy resource development belonged to the important part of China's maritime power strategy, covering two technical fields, marine engineering and energy and power engineering with a strong crossover.

The science and technology of the ocean and offshore wind energy development is one of the key directions of our university. Over the past years, Harbin Engineering University had developed the vertical axis and the horizontal axis tidal current energy turbine technology, seat bottom and floating technology. The joint cooperation between the university and enterprises formed two series of tide power generator test model, “universal” and “ocean energy” which made contribution to the exploration and development of ocean energy technology in China. Shortly before, “Ocean Energy III”, the floating vertical tide power station with the world's largest power generation capacity, was successfully put into use in guishan waterways in zhejiang daishan county. It was worth mentioning that the core technology of the system had a close relationship with the research achievements of our university.
