We, institutes and scholars in naval architecture and marine engineering from all of the world, have convened here in Harbin, a famous city in China, initiated the International Conference for Innovation and Cooperation of Naval Architecture and Marine Engineering to discuss the latest research issues in the fields of naval architecture and marine engineering and exchange experiences on collaborative innovation as well as sketch out approaches and measures for deeply integrated cooperation between universities, between universities and industries and between industries. I hope that we will reach an agreement on technology cooperation and student education in the future. Now we make the following declaration,

1. Develop scientific and technical cooperation. Make use of the method of combining innovative elements to define the strategic research direction that supports the long-term development of the industry, and to continuously develop cooperative research on cutting-edge technologies.

2. Educate students cooperatively. Stress the education of the courses of degree and cooperate on courses offering, training programs making, education quality managing and so on.

3. Realize resource sharing. Avail each other of research and experiment facilities and share information on science and technology with each other in order to serve both sides well in a complementary manner through sharing resources.

4. Develop academic communication on science and technology. Strengthen academic communication on science and technology among us, organize bilateral or multilateral conferences irregularly and hold the International Conference for Innovation and Cooperation of Naval Architecture and Marine Engineering annually or biennially.

5. Prepare to establish an international cooperation and communication alliance for naval architecture and marine engineering. Enhance the fast technologies development in the field of naval architecture and marine engineering by further cooperation within the alliance. Make full use of this effective platform for cooperation and communication to promote commondevelopment of the alliance members in the field of naval architecture and marine engineering.

We firmly believe that achievements obtained during the conference will promote technology progress of naval architecture and marine engineering, make a great contribution to the development of marine economy.
