The 3rd China-Russia Symposium on Polar Acoustics & Information Technology Was Held in Harbin

On May 6, 2023, the 3rd China-Russia Symposium on Polar Acoustics & Information Technology was held in Harbin. With the purpose of “Polar Acoustics Exploration and Marine Information Fusion”, this forum focuses on cutting-edge technologies in the fields of polar acoustics and information technology in the new era to promote the construction of the “Polar Silk Road” and polar acoustics research. The forum is co-sponsored by Harbin Engineering University, MariNet Industry Center of Russia, Far Eastern Federal University and Russian Communications University, and is jointly hosted by the Ministry of Education’s Key Laboratory of Polar Ocean Acoustics and Technology Applications, the National Key Laboratory of Hydroacoustic Technology, and the Frontier Science Center of Extreme Ocean Environment Fluctuation Fields, the Asia-Europe Modern Marine Industry Technology and Equipment Research Institute, the China-Russia Marine Science and Technology Innovation Center, the Marine Information Science and Engineering Innovation and Intelligence Base and other organizations.

This forum brought together experts and scholars from 6 Russian universities and research institutes including Far Eastern Federal University and MariNet Industry Center of Russia, 14 domestic universities including Ocean University of China, Zhejiang University and Tsinghua University, as well as the Institute of Acoustics of the Chinese Academy of Sciences and the Polar Research Institute of China, the First, Second and Third Institute of Oceanography and South China Sea Research Center of the Ministry of Natural Resources, CSSC 760 Institute, 715 Institute and other enterprises and institutions to participate in discussions online and offline. It attracted nearly 40 units and more than 100 experts and scholars from China and Russia to participate. During this period, scholars actively participated in exchanges, gave more than 30  academic reports, and shared relevant research results.

At the meeting, Professor Zhang Yuxiang gave a special report entitled “Analysis of Arctic Marine Environmental Noise Based on Ice-based Buoy Data” and chaired the sub-forum. He introduced some of the progress made by Harbin Engineering University in the direction of polar ocean acoustics, and shared relevant results surrounding the ocean acoustic characteristics of the special polar environment.

Five experts and scholars from China and Russia gave invited talks respectively, including Professor Xu Wen from Zhejiang University, Academician Karachev Vladimir from Far Eastern Federal University, Researcher Wei Zexun from the First Institute of Oceanography of the Ministry of Natural Resources, Professor Chen Xianyao from Ocean University of China and researcher Wei Chonghua from the Institute of Acoustics of the Chinese Academy of Sciences; Other participating scholars also shared 28 cutting-edge academic reports, mainly covering the directions and hot spots of polar acoustics research. They conducted in-depth discussions on a series of hot issues in polar marine science and technology, and contributed new technologies and new wisdom to promote the construction of the “Polar Silk Road”, especially the development of polar technology and equipment. In addition, Chen Huifang, Dou Yinke, Yan Shuxue, Liu Shengxing, Zhang Yuxiang, Zhang Xuegang, Weng Jinbao, Han Xiao, Dong Chao, Wu Yue, Jiang Jiajia, Zhu Xinke, Xing Lei, Sun Zhi, Solochuk Alexandra, Marina Semenova, Akafanov Vadim, Sushinsky Fedor, Vasily Smolini, Zhao Jiechen, Meng Haoran, Cang Siyuan and Huang Yifan were invited to make reports.

Among them, Yin Jingwei, member of the standing committee of the party committee of the university, vice-president of the university and co-chairman of the symposium, delivered a speech. He briefly introduced the history of the university, its running characteristics of “Three Marine-Related Disciplines and Nuclear Science and Technology” and the achievements in the field of polar scientific research. He said that the university has carried out extensive international cooperation with many world-renowned universities in the field of ice marine technology, forming a stable talent team, strong technical reserves, and good relations of cooperation in the field of polar equipment technology of China. It has produced a series of important scientific research results and has now become an important driving force for the development of research fields related to polar equipment technology of China. He hopes that during the forum, all experts and scholars can fully discuss and exchange new ideas, gain new understandings, form new ideas, and work together to solve major scientific problems. The university will continue to take full play of its disciplinary characteristics and advantages, face the needs of the country and the industry, focus on cutting-edge and key areas, actively carry out research in the fields of polar acoustics and information technology, and make new and greater contributions to promoting the China-Russia comprehensive strategic partnership of coordination in the new era, the development of national science and technology, and the realization of the great rejuvenation of the Chinese nation.

Alexander Pinsky, chairman of the supervisory board of the MariNet Industry Center of Russia, delivered an online speech. He pointed out that polar technology is of particular importance today. The accelerated Arctic exploration of Russia requires more advanced and efficient technical solutions to ensure environmental protection and sustainable development of the region. He hopes that this forum will conduct full exchanges on hydroacoustic technology and underwater robot technology, and at the same time conduct interdisciplinary technical discussions on related digital technology, artificial intelligence and navigation, actively promote breakthrough progress in polar scientific research, lay foundation for the creation of solutions and joint projects that apply polar research and development, work together to strengthen international cooperation and exchanges, and set a good example of international cooperation in scientific and technological fields.

Vlasov Yevgeny, vice-president of Far Eastern Federal University says in his speech that Far Eastern Federal University and Harbin Engineering University are both gateways for the cooperation of China and Russia. The two sides have formed a good partnership for a long time and have achieved remarkable results in joint training of talents and cooperation in the field of engineering technology. We are especially committed to strengthening cooperation in polar hydroacoustic communications. He believes that this forum will definitely promote exchanges between China and Russia in the field of polar science and technology.

Ding Zhexue, a second-level inspector of the Education Department of Heilongjiang Province, points out in his speech that Heilongjiang Province deeply implements the development concept of “ice and snow are also invaluable assets”, actively promotes the industrialization of ice and snow resources, and carries out key technology research on polar equipment and cold area facilities, polar scientific research, ice and snow, etc., seizes the commanding heights at the forefront of science and technology in polar region, and continuously improves its capability of scientific and technological innovation. As the vanguard of higher education in Heilongjiang Province, Harbin Engineering University has accumulated tremendous strength in polar scientific research and international cooperation, and has provided talent support for the revitalization of Heilongjiang Province. He hopes that the experts and scholars would take this forum as an opportunity to fully exchange polar research development trends and technical connotations, share scientific and technological achievements, provide new ideas and contribute new wisdom to solve important scientific issues in the fields of polar acoustics and information technology, and work together to promote in-depth cooperation in the field of polar region between China and Russia, promote interactive development and mutual benefit.

Li Jiabiao, director of the Academic Committee of the Key Laboratory of Polar Ocean Acoustics and Technology Applications of the Ministry of Education and academician of the Chinese Academy of Engineering, delivered a speech. He says that China and Russia are advocates, practitioners and promoters of the “Polar Silk Road”. As an important part in the information field, polar acoustics is an important means of understanding and developing marine resources in the future. Some scientific research institutions in China and Russia have carried out joint research in theory, technology, equipment and experiments in the field of polar acoustics, and have achieved a series of fruitful research results. The two sides have made positive contributions to promoting the China-Russia comprehensive strategic partnership in the new era by conducting cooperative research on acoustic characteristics and hydroacoustic information technology under polar ice region. The Second Institute of Oceanography of the Ministry of Natural Resources and Harbin Engineering University have formed an all-round strategic cooperative relationship. The two parties focus on national strategic goals and major strategic needs, and commit themselves to deepening cooperation in multiple key areas such as ocean development and monitoring, polar resource protection and utilization, etc., complementing each other’s advantages and achieving mutual benefit. In the cooperation on high-efficiency and accurate detection technology and application demonstration projects for deep-sea surface minerals, the two parties have  cooperated in information and image processing around deep-sea acoustic, magnetic detection, spectral detection, and artificial intelligence technologies, striving to produce a series of scientific achievements with international influence, and will take this forum as an opportunity to continue joint scientific and technological exploration and cooperation.

The 5th China-Pakistan Marine Information Workshop Was Held in Sanya

 The 5th China-Pakistan Marine Information Workshop (CPMI) was successfully held from December 8th to 11th at the Hyatt Regency Tianli Bay Hotel in Sanya, China. The conference was hosted by the Chinese Society of Naval Architects and Marine Engineers; guided by the China Science and Technology Exchange Center (CSTEC), the Pakistan National Science Foundation (PSF), and the National Institute of Oceanography (NIO) of Pakistan; hosted by the College of Underwater Acoustic Engineering of Harbin Engineering University and the Nanhai Institute of Harbin Engineering University; co-organized by the National Key Laboratory of Hydroacoustic Technology, the Key Laboratory of Marine Information Acquisition and Security of the Ministry of Industry and Information Technology, the Key Laboratory of Marine Information Technology of Heilongjiang Province, the Heilongjiang Acoustic Society, the Hydroacoustic Branch of the Acoustical Society of China, the Key Laboratory of Polar Ocean Acoustics and Technology Applications of the Ministry of Education, the Talent and Education Academic Committee of the Chinese Society of Naval Architects and Marine Engineers, China Institute of Communications, the Youth Working Committee of the Chinese Society of Naval Architects and Marine Engineers, the National University of Computers and Emerging Sciences and COMSATS University Islamabad.

The meeting brought together more than 60 experts, scholars and students from nearly 25 universities and scientific research institutions in China and Pakistan, including COMSATS University Islamabad, the National Institute of Oceanography (NIO), the National Institute of Marine Affairs (NIMA), and National University of Computers and Emerging Sciences from Pakistan, as well as Sun Yat-sen University, Harbin Institute of Technology, Xiamen University, Fudan University, University of Electronic Science and Technology of China, Ocean University of China, Jiangsu University of Science and Technology, China University of Petroleum (East China), Shandong Instruments and Apparatus Research Institute and Harbin Engineering University to participate in the seminar. from Pakistan and China and more than 60 students from universities and scientific research institutions in China and Pakistan to participate in the workshop.

28 Chinese and foreign experts and scholars presented brilliant reports in the field of marine information, providing innovative impetus to promote scientific research and talent training. They shared the latest research results to promote international cooperation for cultivating innovative talents in the future, further enhance the university’s international influence in the field of marine information technology and education, and make contributions to building a maritime community with a shared future.

This China-Pakistan Marine Information Workshop concluded successfully with the joint efforts of Chinese and foreign experts and scholars. During the meeting, participating experts and scholars conducted in-depth exchanges and discussions on the latest research results, technological development, and talent training in the field of marine information, providing new impetus and ideas for promoting scientific research and talent training in the field of marine information.

In addition, this workshop also provides a platform for international cooperation in the cultivation of future innovative talents and has made positive contributions to strengthening the university’s international influence in the fields of marine information technology and education. The workshop is hoped to be taken as an opportunity to further promote international exchanges and cooperation and make new and greater contributions to the development of China’s maritime cause and the construction of a global maritime community with a shared future.
