CSSC Signs Strategic Cooperation Agreement with Qingdao
On April 2, China State Shipbuilding Corporation Limited (CSSC) and the Qingdao Municipal People’s Government signed a strategic cooperation agreement in Qingdao.

Before the signing ceremony, Wang Guoqiang, Deputy Secretary of the Party Leadership Group, Director, and President of CSSC, held in-depth discussions with Zeng Zanrong, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary of the CPC Qingdao Municipal Committee. The two sides exchanged views and reached consensus on further implementing the national strategy of “developing the ocean economy and strengthening the country through the sea,” deepening cooperation, and promoting more practical and in-depth collaboration between central state-owned enterprises and local governments.
Hu Xianfu, Member of the Party Leadership Group and Vice President of CSSC, and Wang Bo, Member of the Standing Committee of the CPC Qingdao Municipal Committee and Vice Mayor of Qingdao, signed the strategic cooperation agreement on behalf of the two sides.
Wang Guoqiang introduced CSSC’s reform and development in recent years and expressed gratitude to Qingdao for its long-standing care and support for CSSC. He said that CSSC is currently actively carrying out education on establishing and practicing a correct view of performance and is firmly accelerating the development of a world-class shipbuilding group.
Wang noted that Qingdao enjoys clear location advantages and strong development momentum, making it an important region for CSSC’s investment layout and innovation-driven development. Looking ahead to the 15th Five-Year Plan period, CSSC will further strengthen strategic cooperation with Qingdao based on its functional positioning, promote cooperation between the two sides to a higher level, deeper extent, and broader scope, and work together to build a new development pattern.
Zeng Zanrong welcomed Wang Guoqiang and his delegation, introduced Qingdao’s economic and social development, and expressed appreciation for CSSC’s long-term contributions to the city. Zeng said that Qingdao and CSSC have a long history of cooperation and a solid foundation. He hoped that the two sides would continue to strengthen communication and coordination on the basis of their existing cooperation, and deepen comprehensive, in-depth, and high-level cooperation in areas such as high-end ships, offshore engineering equipment, deep-sea development, and industrial supporting facilities, so as to achieve complementary advantages and coordinated development.
Zeng added that Qingdao will continue to create a first-class business environment, provide dedicated services, and fully support CSSC’s development in the city.
Officials from relevant departments of the CPC Qingdao Municipal Committee and Qingdao Municipal Government, as well as representatives from CSSC headquarters and related secondary management units, attended the event.
